They are without tyres. Bare. Alloy rims only with centre caps.
You can choose your own instead of having to buy something that you don't want.

I have 4 off 7 x 17 "S" alloys. Finis code 1678383.. No tyres. Mint condition. delivery miles only. Had my own wheels but had to have the Street Pack to get ESP. 2 weeks later Ford changed their policy and built all Fiestas with ESP as standard. Just had the tyres fitted and and then removed.
