2011 1.6tdci zetec s weird noise, video attached

Hi all, my sons fiesta has developed a wired noise nothing like I’ve ever heard before, It’s definitely from the front end, goes under hard acceleration and under braking but is there at cruising speed. Definitely sounds rotational but I’ve had both front wheels off the ground and off and had a good look round it but there’s nothing obvious jumping out at me, long term amateur mechanic been around most common problems and noises but I’m baffled by this so wondered if anybody has had similar before it goes into a garage? Video attached the sound is quite noticeable
